A network proxy acts as an intermediary between a local network (such as all devices within the company or in a building) and the internet. It provides an extra layer of security, privacy and improves performance on devices when connected to free VPNs for torrenting Wi-Fi or Ethernet connection.
To configure a proxy for Windows 10 you can either make use of the settings app or manually edit your configuration. If you’re using the Settings app, you can select Proxy under Network & Internet. You can skip this step if the Use a Proxy Server switch is already disabled. In other cases, turn the switch on and then enter your proxy server’s address and port details.

If nothing else works you can attempt a system reset. This will delete all drivers and programs that were installed prior to the restore point has been created, allowing you to restore your system’s default settings. Hopefully, this will resolve the issue and allow you to connect to the internet without having the error message appearing.
